WHAT IS AN OFFICIAL COMMUNITY PLAN?

An Official Community Plan (OCP) is a municipal document that governs the development of the municipality. The OCP is legislated through The Planning and Development Act, 2007. The Planning and Development Act, 2007, is the provincial legislation that enables the Rural Municipality, under the guidance, to administer land use, development, zoning and subdivision regulations.

All development proposals must align with the OCP to be approved by the municipality.

The OCP was last updated in 2024. The RM contracted Crosby Hannah to complete the review, community engagement, stakeholder input, and reviewed governance and planning review.  

WHAT ARE THE DEVELOPMENT CONSTRAINTS AND DEVELOPMENT CONSIDERATIONS?

As part of the OCP the RM has identified specific areas where additional consideration is to be undertaken when a development request is received on the specific parcels of land.

Weyburn Planning District

In 2024, the Weyburn Planning District adopted a new District Plan jointly prepared for the RM and the City. 

Lands identified within the Weyburn Planning District are also reflected in the RM’s Official Community Plan (OCP). If your property falls within the District planning area, you should refer to the District Plan in addition to the RM’s OCP, as it provides specific policy direction for those lands.

The District Plan identifies future land use areas based on public consultation, as well as Council and administrative direction. These areas outline long-term growth opportunities, including lands intended for future residential, commercial, and industrial development.

WHAT IS A ZONING BYLAW?

Whereas the Official Community Plan (OCP) and District Plan sets out the strategic vision and long-term goals  for development in the RM of Weyburn, the Zoning Bylaw establishes the specific regulations and requirements that govern development. 

The Zoning Bylaw outlines standards such as setback distances, minimum and maximum site sizes, permitted and discretionary uses, signage regulations, etc. The Zoning Bylaw is adopted under the authority of The Planning and Development Act, 2007.

All development proposals must comply with the requirements of the Zoning Bylaw. Every parcel of land within the RM is assigned a zoning designation that identifies the types of activities (uses) permitted on that property. In addition to permitted uses, each zoning district also includes discretionary uses, which require Council approval.

Zoning districts are the RM’s primary planning tool to ensure that adjacent land uses remain compatible and that development occurs in an orderly and consistent manner. Each district contains specific development standards that apply within that zone.

Zoning districts in the RM are generally categorized as:

  • Agricultural
  • Residential
  • Commercial
  • Industrial
  • Hamlet

Amendments to the RM Official Community Plan or Zoning Bylaw can be considered by council to ensure continued flexibility, diversification, and sustainability.
